NCPC’s Crime Prevention Month Kit Now Available

NCPC’s new 2009-2010 Crime Prevention Month Kit is now available online (PDF). The kit, whose theme is Staying Safe in a High-Tech World, was produced with support from CTIA: The Wireless Foundation, and contains a calendar, helpful safety tips, and reproducible brochures.

Fact Sheet on Reducing Recidivism

Back on Track: A Problem-Solving Reentry Court, a September 2009 BJA Fact Sheet, describes a reentry initiative aimed at reducing recidivism among low-level drug-trafficking defendants. Combining strict accountability with real opportunities for self improvement, the fact sheet reports that less than 10 percent of Back on Track graduates reoffended. 

Policing Without Bias

In A Symbol of Fairness and Neutrality: Policing Diverse Communities in the 21st Century, the International Association of Chiefs of Police examines issues of racial profiling and bias-free policing since the IACP visited the issue in 1998. This publication looks at changes in diversity in the nation since that time and identifies a course of action for the future that stresses the critical demands for bias-free policing in light of new challenges and complexities faced by the profession in the 21st century.

Nationwide Directory of Programs for Women Offenders

The National Institute of Corrections, in partnership with the Women’s Prison Association, has developed an online directory of programs for women offenders. This nationwide resource provides descriptions of programs and services for women at all stages of involvement with the criminal justice system, both in correctional facilities and in the community.

National Association of Youth Courts To Hold Annual Conference This Month

The National Association of Youth Courts will hold its 2009 Annual Conference/Strategic Training in Lake Buena Vista, FL, November 8-11. The conference is dedicated to the theme Youth Courts USA: Celebrating Achievements, Envisioning the Future. Leaders in the youth court field will lead sessions designed to help participants develop strategies and advance their skills. In addition, the conference provides the opportunity to work with leaders in the judiciary, law enforcement, education, youth development, and family services sectors.

2009 Protective Equipment Conference

The 2009 Personal Protective Equipment Conference, Exhibition, and Training Program will be held November 17-19 in Fort Lauderdale, FL. It will highlight emerging technologies in personal protective equipment. The conference will include a seminar series on standards and next generation tools as well as educational workshops. An exhibit hall will be open.   

Technical Assistance Manual on Disproportionate Minority Contact

The Fourth Edition of the Disproportionate Minority Contact Technical Assistance Manual from the Office of Justice and Delinquency Protection provides detailed guidance on DMC identification and monitoring, assessment, intervention, and evaluation. This manual incorporates lessons learned in DMC efforts over the years. It brings states and localities the latest information and tools for understanding and effectively addressing minority overrepresentation in the juvenile justice system. Electronic publication allows for extensive hyperlinks to related materials and annual updates.

Publication Calls for “Data Revolution” for Tracking Children

The Annie E. Casey Foundation has released the 2009 Kids Count Data Book: Taking Results Seriously for Vulnerable Children and Families. This book profiles the well-being of America’s children on a state-by-state basic and ranks states on ten key measures of child well-being. The Data Book calls for a “data revolution” that uses timely and reliable information to track the progress and improve the lives of vulnerable children. Hard copies are available.

PERF Book Focuses on Community Policing

How Community Factors Affect Progressive Policing, a book available from the Police Executive Research Forum, provides information about how community actors can influence community policing efforts. Among the book’s many findings is that members of a community must be organized into a social network— in which neighbors know and rely on one another and government officials—to advance community policing effectively. Police need to pay as much attention to how communities mobilize and develop bonds of trust as they do to innovative policing principles. This book can be used by consortiums for training and in citizen engagement forums, as well as in the classroom. National Conference on Juvenile and Family Law

The National Conference on Juvenile and Family Law is holding is national conference from March 14-17, 2010, in Las Vegas, NV. Sponsored by the National Conference on Juvenile and Family Court Judges, the conference is being expanded to include diverse education programs that will focus on the problems faced by many children and families, such as child abuse and neglect, delinquency, domestic violence, and substance abuse. Pre-Adolescent Children in the Adult Criminal Justice System

From Time Out to Hard Time: Young Children in the Adult Criminal Justice System, released by the Lyndon B. John School of Public Affairs and the University of Texas at Austin, provides the first-ever comprehensive look at how the nation treats young children who commit serious crimes, analyzes the available data with regard to the transfer of young children to adult criminal court, documents the extremely harsh and tragic consequences that follow when young children go into the adult criminal justice system, examines international practices, and offers policy recommendations to address this situation.

Conference on Information Management for Law Enforcement

The International Association of Chiefs of Police will hold its 34th Annual Law Enforcement Information Management (LEIM) Training Conference and Exposition in Atlanta, GA, May 24-27, 2010. This conference is aimed at law enforcement practitioners who will share leading practices and lessons learned in the application of technology to fight crime. The IACP LEIM Section is now inviting proposals for workshop sessions on current and emerging information technology issues and challenges.  The closing date for submissions is November 27, 2009.

Federal Meth Website Redesigned

The Meth Resources website, the product of several federal agencies, has been redesigned. It offers a new user-friendly format and offers enhanced features, including a searchable gallery of ads, customizable public service announcements, and statistics on meth use by state. It also provides information and resources on policy and legislation, community resources, the prevention of meth use, intervention and treatment, and enforcement of related laws.

Evaluation of Youth Offender Grants

The Evaluation of the YouthBuild Youth Offender Grants report from the U.S. Department of Labor, Employment and Training Administration, summarizes findings from an implementation and outcomes evaluation of the YouthBuild Youth Offender grants. The grants were awarded to 34 YouthBuild sites, chosen by YouthBuild USA, to provide services for adjudicated youth with the goal of enhancing their education and employment opportunities and reducing their recidivism rates. Data collected by grantees in a standardized management information system was used to summarize the characteristics of youth offender participants and analyze the factors associated with their outcomes.

Protecting Children From Family Substance Abuse

The U.S. Department of Health and Human Services’ Children’s Bureau has released Protecting Children in Families Affected by Substance Use Disorders. Part of the Bureau’s Child Abuse and Neglect User Manual Series, the manual examines such topics the nature of substance use disorders; the impact of parental substance abuse on children; examination, screening, assessment, and treatment for substance abuse disorders; and the role of child protective services caseworkers.

Police Forum Releases Publication on Communication During Public Health Emergencies

The Police Executive Research Forum, with support from the Bureau of Justice Assistance, has published Communication and Public Health Emergencies: A Guide for Law Enforcement. Sections of this report, written by U.S. and Canadian law enforcement and public health experts, include sections on Risk Communication, Internal Communication Planning, Interagency Communications, Communicating With the Public, Working With the News Media, and Recovery and Incorporating Lessons Learned.

The NVAA is composed of education and skill-based classroom trainings for those who assist victims and survivors of crime. 2008 Criminal Victimization Publication Available

The Bureau of Justice Statistics has published Criminal Victimization, 2008, which presents annual estimates of rates and levels of personal and property victimization and describes the year-to-year change from 2007 as well as trends for the ten-year period from 1999 through 2008.

Online Identity Theft Training

The Training and Technical Assistance Center at the Office for Victims of Crime has released an online training for victim service providers and allied professionals who serve victims of identity theft. The course, Identity Theft Victim Assistance Online Training: Supporting Victims’ Financial and Emotional Recovery, offers comprehensive information about the various types of identity theft, laws that support victims’ rights, and access to referral agencies and resources to better serve identity theft victims.
