John Nebl of the Schaumburg Police Department

Mr. Nebl is a police sergeant with over 27-years experience as a suburban Chicago police officer. His work has been recognized with awards on the local, county, state, and national level. He has extensive training, certification, and operational experience in crime prevention, personal safety, Crime Prevention Through Environmental Design (CPTED), the Crime Free Multi-Housing Program, police use of force, firearms, and defense and arrest control tactics. Mr. Nebl has been involved in policy development and employee training related to bomb threat response, building evacuation and emergency procedures,  work place violence, school safety (Code Red school lock-down), police use of force, police firearms, and police control tactics.

After terrorists attacked the United States on September 11, 2001, Mr. Nebl was named to the Facilities and Infrastructure Sub-Committee of the Emergency Services and Security team for the Village of Schaumburg, a large suburban Chicago municipality. He was tasked with performing risk analysis and providing security recommendations for critical facilities in the community.  Mr. Nebl has served as a patrol officer, evidence technician, field training officer, defense tactics and firearms instructor. He was promoted to Sergeant in 2007 and placed in charge of Community Relations and Crime Prevention. He serves as the Public Information Officer for his agency. He formerly commanded the 50-officer Police Auxiliary Unit and now oversees the Forensics Unit.

Mr. Nebl served for 8-years as the first Crime Free Multi-Housing Program coordinator for the Schaumburg, Illinois Police Department and authored a first of its kind (nationally) residential rental ordinance that was adopted by the Village of Schaumburg. Since then, the ordinance has served as a model for communities throughout the United States. He trained over 2000 rental property owners and managers in Schaumburg, Rosemont, and Addison, Illinois. Mr. Nebl is a National Trainer for the Crime Free Multi-Housing Program and served as a charter member of the board of directors of the International Crime Free Association. He has presented the 8-hour CFMH seminar to property managers and has trained and certified police officers (2-day CFMH train-the-trainer class) from over 100 different law enforcement agencies in Illinois, Ohio, Pennsylvania, Colorado, Oklahoma, Michigan, Missouri, and Wisconsin. 

Mr. Nebl has been extensively interviewed, quoted, and featured in numerous newspaper and magazine articles regarding the Crime Free Multi-Housing program and the topic of Crime Prevention. Mr. Nebl has also appeared on television and radio newscasts and interview / talk show programs.

Mr. Nebl has been contracted to provide Security and Risk Assessment reviews for many properties and businesses in the Chicago area including shopping centers, night clubs, and apartment complexes. Mr. Nebl has been an instructor of Verbal Defense and Influence (formerly known as Verbal Judo) for the past 10-years. He has trained more than 1500 police and correctional officers including members of the Cook County Sheriff’s Department of Corrections Emergency Response Team and the Cook County Juvenile Detention Center Special Response Team. While serving as a Mobile Field Force arrest team member with the Northern Illinois Police Alarm System, he developed and presented training for the Field Force.

Mr. Nebl was an honorable mention recipient in as a runner-up for the 2003 Police Officer of the Year from the International Association of Chiefs of Police and Parade Magazine. He was the 2004 Illinois VFW Law Enforcement Officer of the year and received the Cook County Sheriff Law Enforcement Award of Merit in 2000.  Mr. Nebl has received nine Honorable Mentions and one Chief’s Award of Merit from the Schaumburg Police Department.
